The permit unlocks access; it is not the rod itself. Follow Sofen's dialogue rather than old Project Slayers directions for Ushumaru Village.
Where is the Permit Stamp?
- Accept Sofen's permit task before searching.
- Cross the harbor water behind him toward the platform against the stone cliff.
- Look on the blue-tarp crates for the glowing stamp and use its pickup prompt.
- Return to Sofen and hand over the stamp. Confirm the Fishing Permit in your inventory before buying a rod.

Drowned Lure and Legendary Rod route
- Speak with Sofen for the clue. At night, use the rocky ledge opposite the waterspout near Mistfall's red bridge.
- Use the Basic Rod with no bait. Published runs show roughly five to six successful catches; merely casting is not a completed catch. Confirm the Drowned Lure actually enters your inventory.
- Meet the Ghost Fisherman, Isao, beneath the red bridge at night and accept his fish request.
- Deliver the fish requested in your live quest, then follow his clue downstream to the tree-side ledge by the waterfall near Butterfly Estate. Keep the Drowned Lure: the final rod catch needs it equipped, not merely in your inventory.

Item Level reports 2 Crustadon and 1 Krathulon. Pro Game Guides reports 2 Crustadon and 2 Krahuon. The second name and count are unresolved here; your active NPC request is the deciding reference, not a guessed unified recipe.
Do not buy better bait to solve the no-bait Drowned Lure step. For the later fish-delivery stage, those initial restrictions are not the same task. There is no guaranteed completion time or drop rate in this guide.
Where to get bait
The basic dock walkthrough points to Jeso for Worms. For the separate bait unlock, current fishing guides send you to Baitmonger Nori in Hidden Mist Village, then Shiori at Butterfly Estate. The reported delivery is 10 Health Elixirs, 10 Health Regen Elixirs and 10 Stamina Elixirs; return to Nori afterward. Finish Sofen's Permit Stamp quest and confirm that you received the Fishing Permit. The rod still has its own purchase requirements.
Do five casts guarantee the Drowned Lure?
No guarantee is made here. The published route counts successful catches at the correct night-time spot, with the Basic Rod and no bait.
Do I need a Rare or Legendary Rod for Soryu?
The Soryu walkthrough uses the Basic Rod for Common Fish. Read Kazuma's live delivery task before spending on upgrades.
